David deKozan
Managing Director
Levontic leverages David's in excess of 45 years of experience across Transit Electronic Payments, integrated Parking solutions, Road Tolling systems, real estate development and project finance. Having progressively led strategic planning, research and development, and business development for the transit industry’s largest provider of integrated fare systems. David co-authored 7 patents awarded for mobility payments innovation and led various industry committees. He also served on the Board of Directors for the Secure Technology Alliance. David has successfully led capture teams for in excess of $1B in major transit, parking, and tolling programs across North America, Europe, and Australia. These capture initiatives included the development and structuring of collaborative bid teams engaging some of the world’s largest payments, banking, mobile commerce, and IT operations providers.
Representative programs include LA Metro's TAP, Miami Metro Dade's EasyCard, Washington D.C.'s SmarTrip, San Francisco Bay Area's Clipper, Chicago's Ventra Mobile, and Sydney's Opal. The resulting network of relationships, associates, and domain specialists provides Levontic a rich capacity for delivering strategic support in service design, opportunity identification, solutions/business modeling, contract capture, and relationship management. David's experience in financing and developing commercial office and retail projects provides additional perspective valuable in the ideation and planning process for Transit Oriented Development (TOD) and Multi-modal mobility hubs.
His work has taken him from Southern California to the Twin Cities, from London to local jurisdictions navigating the transition to a more sustainable, equitable transportation future. David founded Levontic to bring senior-level expertise directly to clients who need it most.
